Okay CDPR, I'll give you this one for free.
How about a game called "Cyberpunk: Netrunner" that's a VR game where you spend the whole game in the net, breaking into (and out of) various systems? You could be in communication with Edgerunners you're working with on "the outside", but the entire game takes place in The Net, with you navigating various data structures and fight various algorithms and defense programs, black ICE, etc.
Some of the task missions would be more puzzle oriented (like data extraction to plan a mission) and others would be highly time sensitive as you try to protect your team while they are on the outside getting shot at. You could even start with a team of 5-6 punks on the outside, and if you do poorly in the missions they could get killed or brain fried one by one...once your team is dead, so are you.
I think this is perfect use case for VR...it doesn't require crazy detailed graphics, but could still have a rich story and lots of tension and excitement. And the senseation of hurtling through cyberspace and seeing (and fighting) all the data structures for the megacorps, NetWatch, the gangs, etc...would be magical.
