Everything Scales to the Players Level

Preface:
This Topic is not about the Fact that you can become a thousand and one kind of complete OP in the game and end up being able to "ONE Shoot Kill" with just about everything.
There are already enough topics about it. Please leave this out of the discussion.


On the subject:
I finished the Game.
So I played around a bit and found the "Cyber Engine Tweaks Mod" on NEXUS. The mod gives you a command console. So I started a new Game and after the very first Mission (The Rescue) when you're back in the Apartment. I set V with the command -> Game.SetLevel ("Level", 50) <- to Level 50.
Then I'm out into the World to see what's going on.

-I had to find to my Surprise, that ALL Opponents are pure "Bullet Sponges".
-The Loot They dropped was very often EPIC.
-My Street Cred Level increases 1 to 2 Levels after each Fight.
-EPIC and even Legendary Loot are often true in all Loot Boxes in the World.

The insight for me from this is:
1. The whole world is scaled along with V
2. Enemy have a minimum Level but no maximum Level.
3. Even if the quest says "Very Easy" the Enemies are
still "medium / moderate".
4. If you play normally and don't upgrade your Gear or
makes bad decisions about Skills and Perks, then a
Level up is actually bad for the Player. Because everything
gets a little stronger in the world when you have a level up.


Conclusion:
I actually don't think the Scale is that bad. But why the minimum Level of the Opponents???
If that had just been left out. At least one would not have gotten into the embarrassment, that from ACT 2 one you can go anywhere, but with Level 5 to 10 You has no Place/right to be in the City Center. All opponents can take 500 headshots and keep running.
