Extremely bad ghosting/artifical screen tearing after starting Rescue Evelyn mission

I'm running a GTX 1080 and i5 8600k, before this I was getting a solid 60fps on Max settings 1080p. After starting the rescue mission, as soon as I hopped into Judys car the issue started as you can see in the image below. I somehow managed to finish the mission like this and even after finding panam the issue persisted. The issue isn't present on any menus and in any cutscenes, only during gameplay. My NVIDIA drivers are up to date and I'm experiencing no other problems in any other games. Any help would be much appreciated.

I just noticed this too. It started randomly when I first visited the Ripperdoc after starting a new game (played the game through previously with no issues). Not happened before patch 1.2 so there might be something there... Going back to an older save didn't fix the issue and I decided to try if after starting another game the issue would come back. And it did, after I died for the first time. Would appreciate help as well.

My issue has been going on since like mid Jan, I left the game because I found no solution that worked, now with patch 1.2 out I thought maybe it would be fixed but it hasn't so I just decided to try and get help here
