Game Difficulty after 2.0

So I saw some people claim that a harder difficulty in 2.0 gets you more/better loot?

From my experience from my first "test run" in 2.0 loot got better the higher my level was, which changes dramatically how you now pick up legendaries (unfortunately) if you get them early in the game, you have to waste a ton of crafting material on them.

But has anyone notice or proof that a higher difficulty gets you more/different stuff now?
