Can they even afford the license for such popular music? Eh, I think I can just use Spotify and save them the money.
Even if they can, it would be a waste of money, better spent on something else. 40% of the GTA costs was just music license.
If we're talking CP2077 they should just have an in-game "radio station" that plays audio files from some folder/directory. Maybe add some random radio banter with generic phrases like "check out this timeless hit" or "this next song always makes me feel [insert funny emotion]".
