Like, why would Meyers care about Night City to begin with? Any thoughts as to why she is there to begin with?
Perhaps sort of a powerplay now with all thats happening with Arisaka and other high ranking ppl in NC. Or could be a total coincident? 
A free and independant city, the only area under Arasaka's control in North America (as reminder, Rosalind Myers is the former CEO of Militech).
There are a bunch of reason why she and other states in North America, would care about Night City.
On side note, as far as I know, Rosalind Myers also participate to "Save Your Soul" program. So even if she's tend to be on Militech side, Arasaka have an engram of her in Mikoshi

Or just depending of when Phatom Liberty quest start, she could visit Night City to :
- Go to the funeral of former Mayor Rhyne.
- Congratulate the newly elected mayor, Jefferson Peralez.
- A business visit with a representative of one of the many mega-corporations present in Night City.
- Or just pay a visit to Militech HQ in Night City.

Yup, as others implied, there are some or even many reasons to be around or get involved somehow with NC, even in a strategic sort of planning or way.

If you consider the country map in the Cyberpunk 2077 universe, you have to consider the fact that Night City is a utopia for corporations and technology. How is it being regulated and is the local government in Night City strong enough to regulate such forces? That's just the tip of the ice berg. The United States Government probably fears that these same politics that rule Night City could spread to other surrounding states. Who's to say that the eastern part of the country has the technological advancements that Night City has? If the NUSA Government has kept things balanced there, do you think they want another Night City?
Let's also consider that Arasaka has a orbital space station? In the year of 2077, how powerful have corporations gotten and do they even need the federal government? What risk does this pose to the populations? Also, what are other countries like China, Japana and Russia doing? Are there are cities like Night City that exist in those parts of the world?
