Low gpu usage = low fps Cyberpunk 2.01/2.02

Hi, I'm having a pretty bad performance for the computer I have and I don't understand why. All drivers are updated, I have done a clean install of the game, no mods and a normal configuration (almost everything on high and no rt 1080p).
Cpu - Ryzen 7 5800x
Ram - DDR4 32 gb ram
M2 - WD sn770
GPU - AMD Rx 6800xt
When I'm in the city center I get about 50/70 fps and when I'm in the suburbs 120 fps. The problem comes when the gpu only uses 30/50% in the center and in the suburbs 80/90%.
When I was on 1.63 I don't remember having such poor performance. I have also tried different versions of Amd drivers and it has not solved anything (23.2.2, 23.9.3, 23.10.2).

I'm not seeing anything abnormal.

Don't forget that the city center is far more CPU intensive. Notice how your CPU spikes far higher and more often in the city center than it does in the suburbs?

Your CPU is the bottleneck in the city center. Your GPU's usage goes down because it doesn't need to render as fast because your CPU isn't keeping up. In the suburbs your CPU doesn't have to process nearly as much and is able to keep up with your GPU and then some. So your GPU just keeps on chugging. Hence the higher usage.

Whether you experienced this prior to 2.0, I can't say. You could verify this by rolling back to 1.63 if you're on Steam or GOG but personally, and from what I've seen around the web, performance has remained largely the same between both versions for most people.
 
So the solution is to upgrade to a Ryzen 9 5950x? I would understand the bottleneck with a 4 core cpu, but we are talking about a 5800x. It can't be that such a processor has these problems, it's more of an optimization thing.
By the way if it is bottleneck of the cpu, how do you explain this?

No, I am not saying you need to buy another CPU. Nor am I saying there is a problem with your CPU. The game is very demanding and some areas are mode demanding than others. The city center is notorious for that and has been for years. There is just a lot happening all at once. I have better hardware than you do and my FPS dips in the city center too. No one out there has the exact same performance in the suburbs/badlands that they do in the city center. It's normal.

Go to the the city center, turn crowd density down and watch your performance increases significantly. There will be far fewer pedestrians and less cars but your performance will increase as your CPU doesn't need to process all of these.

It's not an optimization issue and it's not a problem with your hardware.
