Population - collision system

Put here as a suggestion - I understand when the collision system predicts this collision between 'player' and 'npcs', but it would be interesting, except for the cars, that this system did not exist among random walking NPCs. In other words, perhaps this would ease processing consumption (detection / action). I refer exclusively to walking NPCs, pedestrians.

I think this could be a way to lighten the load of in game and real time processing.
One of my biggest issue with collisions in this game is how the npc vehicle do not recognize you walking at all. They just drive right through you. I understand that there's a huge emphasis on using sidewalks and crosswalks, but there should also be some normal expectations for driving mechanics.
I think the general crowd civilian crowd mechanics need to feel more like GTA... as they are they are barely functional as background decoration.
