Sometimes after leaving the vehicle (from what I noticed most often when I hold the "wheel" button before the vehicle completely slows down), the character moves at the slowest possible speed after leaving the vehicle.
So as for the partial movement of the analog stick.
Moving it all the way does not cause the character to run.
Pressing it does not cause the character to run.
The character is constantly moving "walking" speed.
It helps to turn the menu on and off.
