Real gambling does when players would use real money.
In game simulated gambling with no real money involved certainly does not violate that law.
If it did, RDR2 and others like it would be banned in the European Union.

Gambling laws in video games concern the use of real-world money in order to purchase chances to gain something in a video game. Gambling with in-game currencies (earned through free gameplay) is perfectly legal.
Also, purchasing 1:1 transactions (this amount of money WILL get you this item) is also legal.
So, an in-game casino, where V uses the money s/he earns to gamble, would be perfectly fine.

But somehow loot boxes are OK
Loot boxes [...] should be removed/banned.
Fortunately, some countries do ban them as they class them as gambling and more counties should follow their lead on that.
