I have read about this and found no solutions. I know it annoys others as well.
If you turn down the "Music" slider in the settings, it not only turns down in-car music, street musicians, etc. IMO all those should be considered world sound effects, but whatever.
What I'd like -- and could even do myself if it's not too difficult -- is extract all the soundtrack files and just make them all silent and resave them. And ONLY the background soundtrack files. Leave all in-world music fully intact. THEN the "Music" preference can be cranked back up with no more annoying out-of-world background music that changes dynamically or whatever. I personally always turn that off because it breaks immersion and even gameplay at times.
