"Tsunami Ashua" smart sniper rifle is missing quite a lot now

I hope I am just doing something wrong, because when I use the "Tsunami Ashura" smart sniper rifle, the bullets miss maybe 7 out of 10 times.

The sequence is:

1. aim at enemy
2. wait until the red focus box is done focusing on head
3. pull trigger
4. watch the bullet fly in a random direction

I have tested this while being close to target, far away from target and somewhere in between, single target, multiple targets, easy mode, very hard mode, same results. It makes it impossible to use this weapon reliably.
Is this a bug or am I missing something? Pre 2.0 this was not an issue.
If it is by design, then the damage nerf to smart weapons makes no sense.
