I'm personally not a fan of "dramatic" game music, so I pretty much always turn it off. I find it immersion breaking. I DO like music that is actually legitimately in the game world.
However, in this game when I turn game music all the way down, ALL OF THE MUSIC in the world goes silent. Everything from nightclubs to street musicians to the various radios scattered around the world. Even the car radio, which is PARTICULARLY odd since there's a totally separate setting for that.
