People reporting bad performance with LOW usage of GPU/CPU, thats a different story.Game is known to have issues with CPU and GPU load. Mostly it's hogging the CPU entirely or way too much without justification and/or the GPU gets underutilized. I say it's without justification since even hardware way more powerful than the highest recommended specs have the same issues.
Nah they go hand in hand most often. Mostly when you have low GPU usage the CPU usage is very high. It's not about having too high settings (it helps lowering some things of course, but only slightly), but rather that the game doesn't manage it's utilization properly. There is nothing wrong with a CPU running 70-100% if the temps are good and the game justisfies that. And this game clearly does.

Im "lucky", my CPU stays between 60% and 90% while my GPU is at a constant 100%.This game bottlenecks harder on my cpu than the video count dropped on pornhub last week.
