can not end cyberpsycho sighting: the wasteland [spoiler]

I finished the Cyberpsycho: the wasteland quest while driving to a panam quest.
although a non leathal takedown and sending in all the clues to regina, the quest still counts as open and I cant finish it.

I needed to drive to the start of the quest, follow the blood trail, but since I already taken out the the target nothing happens.
