None of the statements on the matter have ever said "it can't be done" to my knowledge. What they have said is something along the lines of "due to technical considerations these features will only be included on next-gen platforms".

That's why they released on ps4 and Xbox One in the first place.

If they didn't at release, they simply ignore the console market. If I remember, Series S/X and PS5 was released only a month before and out of stock directly day one
But we'll see, but I doubt that we will be able to "know" for sure why "old-gen" can't handle it.
