[This applies to both Xbox Series X next-gen and Nintendo Switch via Cross-progression saves.]
The Wine Wars - Belgaard questline is still bugged and blocked, if you do one of the Points of Interest (in my case, the Vineyard Infestation) before acquiring the final Belgaard 0/5 issues to "solve."
I did the vineyard infestation upon arriving to Toussaint pretty early.
I tested this bug on both platforms by loading an earlier save to get the quest on both, and in both cases, there is a yellow circle+quest marker on top of the greyed-out/completed vineyard infestation. I have no means to trigger any completion for this objective and it forever remains incomplete.
I wish there was a way on consoles to refresh or trigger advancement here. I saw some PC commands but this doesn't apply. I can provide more information if necessary.
