Companion quest lines

I try to finish them before doing the expansion, but they all seem stuck:
Kerry’s quest line, nothing works for me. Skipping time, fast travelling to the mansion, driving down the hill, just nothing advances A Like Supreme. I don’t get a call.

Main mission is waiting at Nocturne quest, got the quest to enter Dog Town.

I also don’t hear anything from Panam, Judy and River anymore. Will i be able to continue these quest lines after Dog Town?

Yes, you can
But quite strange you didn't receive any call from Panam or Judy (at least). For example, Panam should call you for help rather soon after completing "her" main quest.

I noticed that now even when it is mentioned "Wait a day" it can take quite a while until they call you back.

Did you try to teleport to another map and skip time there? Sometimes just finishing a GIG can trigger a call.

Dying and restarting from checkpoint kicked a few things into motion again …
