Can't start "Chippin' In" quest

Has this been fixed with the new patch?

Nope. Wasn't mentioned in the patch notes, loaded up my save to try it and still nothing.

Maybe I should come back in another year when enough time has passed and start a new game.

From what I gathered unless they provide a console command to force Johnny to spawn and continue the quest, it's stuck in your save forever.

If we could at least figure what causes it we could avoid it but from what I've gathered, nothing seems concrete.
