Cyberpunk 2077 PL causes AMD driver timeout

Cyberpunk crashes on loading right after the "Cyberpunk" logo with an AMD driver timeout error. This only happend after instaling Phantom Liberty DLC and Patch 2.0.

Things I tried to fix:

- made sure I got latest BIOS
- made sure I got latest chipset drivers
-uninstalled Cyberpunk
- deleted all related directories (CD Project Red, REDEngine) in %AppData\Local\%
- re-installed CP on different SSD
- verified files
- cleared shader cache
- removed AMD GPU driver with DDU in safe mode
- re-installed current AMD GPU driver 23.9.3 WQHL
- removed AMD GPU driver again with DDU in safe mode
- installed older AMD driver 23.9.2
- removed AMD GPU driver again with DDU in safe mode
- installed older AMD driver 23.9.1
- deaactivated ingame overlay in GOG

Google search suggest that issue may be related to Window's' Multi-Plane Overlay but fact is that those issues started with Phantom Liberty. I can play other current games without any problems e.g. Baldurs Gate 3. Till PL I was roaming in heavily modded CP 1.62 killiing time till release without any problemes as well.

Would gladly appreciate any suggestions?

I am aware of the proposed "Disable MPO in registry" fix but the problems are definitely PL related IMHO.
