Damage boosting perks under some skills not working

So I've been messing around with skills after noticing some lackluster performance against enemies as the game progresses. The situational skills, like Rio Bravo that increases headshot damage seem to work fine. My damage related hacking perks also seem to do what they say, and I can even see the numbers change on the description when I apply a perk point. However, some perks that increase base damage do not seem to work correctly. Three examples I've tested are Desperado for pistols/revolvers, Hail of bullets for Shotguns/LMGs, and Steel and Chrome for melee weapons. These three skills do not alter the Damage numbers on a weapon description for a weapon of their respective categories. I tested against an enemy first without the perk, then with the perk, and the damage remained the same.

I get why some skills do not alter the numbers on a weapon description, they are situational like only charged melee attacks do increased damage for example. But flat damage increases should be shown, like they are with quick hacks, on the weapon description. I am absolutely sure that these skills are not only not appearing on weapon descriptions, but are actually not increasing damage at all.
 
As of 1.6 this is still an issue. These flat damage buffs really need to be displayed on the weapon's description card.

Maybe it's possible that the damage buff is applied at some other point in time, like when the bullet hits the enemy, but I tried watching before and after just like this other guy is explaining, and I am unable to detect a change. I was not able to test Hail of Bullets (3pts) because I already took the perk. I tested this with BulletJock and Desperado and there is basically no way of proving to one's self that spending 6 points on these perks was not a total waste.

It can't be proven by doing before perk / after perk game world test scenarios because the damage hit indicators are going to display wildly different numbers every shot. This is due to the +118-114 Pysical Damage or chemical damage, and other types of damage that gets applied to the enemy. Because of this, a player will not actually be able to know whether these perks are actually functional or if they're actually a Flat Waste.
