Game crashing while driving, even without mods

Driving around for a bit, the game shudders, looses frames then crashes. This only happens while driving around. Which is strange because when first booting up the game, everything is fine and runs smoothly, but after a while the performance dips. I tried to a fresh game install and validated it and yet problem still persists. Disabling mods doesn't do anything either. Nothing shows up in the Event Viewer.

My laptop can most certainly run the game, but something is causing it to bog down and crash when driving. I tried researching the issue, but came up blank.

Ryzen 7 4800h, GTX 1660 TI Max Q, 32 GB ddr4 ram, game is installed on a Samsun 870 EVO SSD. Temps are below 80c. All drivers are up to date.

Any help is greatly appreciated!

First, if you didn't, try to perform a clean install of your drivers, just to be sure.
NVIDIA
I. Download the latest drivers using the following link: https://www.nvidia.com/Download/index.aspx?lang=en-us
II. Download Display Driver Uninstaller and run it to remove previous versions of drivers.
III. Clean install drivers that you've downloaded in step 1.
Because you used mods, to be sure they aren't involved, you should perform a clean install of the game (guessing by "fresh install" you mean uninstalling/reinstalling the game with the launcher).
Also, because mods data can remain in save files, better to start over a fresh playthrough (keep your "modded saves" in case mods aren't the culprit). If you have Phantom Liberty installed, you can start directly with Phantom Liberty, because you will have access to everything right away and be able to check if the issue still occure.
And then :
> If the game run fine, it probably mean it's an issue due to mods. Figuring out which mod and why, it could be quite difficult.
> If the game still crashes, you will be sure it's not due to mod and you will have to search elsewhere.

Thanks for the help. Before going the uninstalling and reinstalling route, I went into Vortex mod manager and competently uninstalled all of my mods, even the disabled ones. Which surprised me, as I had some really old mods that were still in the mod manager. I did a game validation after uninstalling all of my mods. I'll give this a shot and if it doesn't work, I'll do a clean reinstall.
