How does the Cold Blood Perk 'Frozen Precision' work?

The 'Frozen Precision' is the only Perk I take from the Clod Blood tree.
I see no difference in my headshoot damage if I have this Perk or not.

Did I need the Skill 'Cold Blood' too and are the 50% headshot damage from 'Frozen Precision' only active if I killed an enemy and the Skill 'Cold Blood' is active?

If it doesn't work without taking cold blood, then it's a bug. Because the perk itself says nothing about needing cold blood to be active for it to work. You could try headshotting a civillian, save, take cold blood and try headshotting 2 civillians quickly to see if this causes it to work. Then report the bug in. If it is intended by the devs, it still needs fixing in the tooltip.
