Judy quest Talking Bout a Revolution doesn't start?

I'm about ten real-time hours after Ex-Factor.

The only thing I have is an incomprehensible message from Judy saying
"Must've been in a real hurry..."
"I'll try to come up with something mindblowing"
"See you soon"

It says you only need to wait a couple of hours in-game, but I'm like halfway into PL by now.

Is there a command or some kind of savegame editor thing to force the quest to start?

You have to pass time away from Judys Apartment, common places are Vs apartment or anywhere in Glen. Pass time by 24 hours then just wait around for her text. Then you'll get the mission prompt to wait 6 hours for her to call. It sometimes does take a while for the texts to come through but hang in there choom.
