But that’s because there’s so much to do in every district.
To be fair, it's mostly Watson that is jam packed full of stuff.
It's pretty easy to hit level 60 (Also 50 Street Cred) before The Heist if you just do everything in Watson... Then you go to other districts and there's like 5 gigs total in them...
So much more game content and I'm already maxed out. Kind of a bummer.
Overall, it's an interesting conundrum for games. Max out too early and it can feel kind of lame (Though, sometimes for RPG's it can feel like "Finally, I can start playing the game, because now I have the tools to actually role play as my intended character") and max out too late and you don't get to use your max power for anything.
I think the most appropriate avenue for things would be: Max out levels relatively early. But have alternate progression that lasts throughout the game.
This means you get your basic build and skills set up so you can play as the character you want (I.e. If I wanted to play a super mobile cyberninja throwing knives at people while dashing around... I have to get 20 Reflex, 20 Cool and 20 Tech to access all the perks to enable that). But you still have things to do to get stronger and things to work on to improve.
Things like Street Cred, the skills and upgrades (To T5++) currently provide alternate progression systems outside of levels. Though their current implementations are lackluster:
- Street Cred is not only mostly worthless (It allows you to buy new cars... Yay?) but also maxes out even faster than levels.
- Skills provide mostly minor boosts (In some cases, actual detriments - Such as the Headhunter skill that auto-activates Optical Camo causing it to drain and thus not be usable when you ACTUALLY want to use it) and are generally just passive grinds that happen as you play (With eventually the non-used skills get filled up end-game when farming skill shards from PL repeatable content...)
- Most upgrades are directly tied to levels. With item drops scaling from T1 to T5 by level 50 and is by far the main source of upgrades. Going from T5 to T5++ is the only gameplay derived progression (As you just need to farm tons of T5 components). It's also not available for everything. Quickhacks, weapon mods and non-iconic weapons cannot be upgraded... These things just peak when you acquire them at level 45-55...
Improving on these alternate progression systems can help to provide avenues for feeling like you're actually still improving your character, whilst still allowing for early max levels to get your perks needed to have builds function properly towards the beginning of the game.
