Need some technical Ideas

I am having "out of memory" issues with my desktop. Specifically Video Ram.
Here is the thing, Ram was tested and works fine, video card has been replaced, mother board, and the SSD HD. Everything has been tested to the fullest, hardware wise. for hours. We just can not figure why this message is appearing. Drivers are all up to date....

The error works differently depends on what game you want to run. Hogwarts Legacy just freaks out either right away or up to the shader loading bar is 30 to 50%
Cyberpunk will run for 1 min to 20 min. Baldur's Gate 3 played for 3 hours, before they collapse to desktop.
Only time I see an out of 'memory message' is when Hogwarts is loading. Otherwise it is 'drop to desktop' and an error report pops up with the game trying to run, that is not Hogwarts.
Me and a friend of mine, who is a very good tech is completely stumped on this one. So, I am hoping someone may have an idea to repair this issue.

DDR5 64 ram
I9 13900 Intel cpu
Nvidia 4080 (there was a 3080 before that got the same message, but when it was slapped into a different computer it ran fine)
