Quickhacks nerfed?

So, when you upload Contagion to a target, you can follow up with an overheat to trigger an explosion.
Somehow after phantom liberty this stopped to happen. Anyone know why?

Also all of my quickhacks got kinda nerfed. Usually a single upload of Contagion could take down all enemies with two health blocks except the elite ones with three. Now all two-block enemies survive with 5-10% health, even random gang members on the streets. Leveling up should make your quickhacks better; not the other way arround.

100% agree. I wish that level scaling of enemies, V, V's damage, and the quickhacks was just removed. No more levels. Just perks.
