Screen tearing and Frame drops PC

I don't know if this has been reported yet but in some cutscenes. The screen tears. For a split second. A 1/4 of the screen (bottom and right side of the screen) turns black. Then returns to normal. Also I notice abnormal frame rate drops in areas like forests and Oxenfort. I am running a GTX 2060 Super and an overclocked Ryzen 7 2700x. It should easily run it off Ultra with 60 frames minimum. I know this cause I had the Witcher 3 Rework HD mod installed and many other graphical update mods prior to 4.0 and the game ran like butter. I'm not broken up over this though as they are not game breaking bugs but over time and if they remain consistent, they will ruin the overall feel of the 4.0 update. I first began to notice these screen tearing instances while playing Heart of Stone DLC. As I was playing the game again and the update 4.0 came out right as I was starting the DLC. The game looks amazing. With new mods. It will flourish and bloom for years to come. However I believe a hot fix may be needed for some of these bugs. If I can get a picture of the screen tearing. I will post a reply here with the image showing the graphical issue. Thanks for the amazing update CDPR. Just fix the bugs and cook it a bit more for the PC side and it'll be perfect.
 
Vsync on or off (I have a bit of tearing only when Vsync is off)?
With RT on or off?

Also keep in mind that some mods won't work with this version of the game and that can cause problems too.

Verify/repair might be worth a try too:

Here are some photos to show what I am speaking of. The first two was a cutscene in Toussaint. The screen get going from normal to dark every few seconds during the cutscene. I haven't seen the bug since so it might be contained to that scene script alone. The big issue I want to bring to attention are the last two. Notice how almost half the screen is black? This happens ONLY in cutscenes and happens for a fraction of a second. I don't think it qualifies as "screen tearing" per se cause it never occurs when I am running around in the game or anywhere except cutscenes. Vsync is off however like I stated. It only occurs in cutscenes. And note: My system isn't outdated. So it's not a hardware issue. I had tons of graphics mods installed prior to 4.0 and never had these graphical bugs. Not until the update. I verified and repaired twice and it didn't fix the issue. It's got to be something with the scripts in cutscenes.
