Endless Steam Cloud check. I've already tried VPN, changed the Steam download region, and cleared the download cache. Nothing helps. What should I do? Everything is fine with other games.

No idea, but I doubt it's the game itself, if you check on the web it's not a rare issue and happen on many game (often one game but not others...)
So if I suggest asking to Steam support because I'm not sure if CDPR could help about this kind of issue.

Hey, got the same problem. I've contacted steam tech support and indicated many other people seemed to have the issue, they're presumably working on it as they asked for some files, details on how the thing occured and everything.

The problem was solved through Steam Support. I did all the steps and Steam Cloud overwrote the cloud files with local ones.
