The city, gangs, cops and corps..

Obviously, this would be fairly complicated to implement, but..
It would be cool if the city truly got divided into
Gang Zones: controlled by a main gang, they are the defacto 'police'. You start shooting up people on the street, it's the Tyger Claws that show up, not the regular police. You start killing Claws, your Reputation with them starts to plummet. The local Fixer is no longer offering you Gigs or Cars. The local merchants no longer offer you the premium gear, or do it at inflated prices. Same with RipperDocs. Your Rep gets low enough, they start actively hunting you in that District.
On the other hand, this gains Reputation with rival gangs, opening up discounts, gigs, unique cyberware etc with them. As certain gangs are more hostile toward each other, killing Claws would garner more favor with Maelstrom than say with the Animals.

Police Zone: pretty much what the game has now, vanilla "don't murder-hobo in public"

Corp Zones: similar to Gang areas, working for Corp interests, gaining/losing Rep in accordance with the mission details etc

I think that trying to balance, or going on all-in with a group, would add a new level of complexity to the game.
 
How about joining and working up (and down) in GANG FACTIONS - so you’re able to join different gangs and do quests for them to go up in their ranks and at top levels you get special weapons and items and access to their hideouts?

Rivals gangs could have a lower rating and opinion of you as you ascend in a gang, so if you are high-ranking in one gang their enemies will automatically attack you?

Different gangs could offer different perks:

MAELSTROM – unique new cyberwear and implants
VALENTINOS - become very attractive to ladies and quickly gain ‘Street Cred’
6TH STREET – Rare and unusual weapons and armour
THE VOODOO BOYS – more quick hacks and ways to help hack access points
THE ANIMALS – new melee weapons and body upgrades and implants
TYGER CLAWS – lots of new swords and knives, unlock new types of tattoo
MOXES – discounts with Joytoys, more sex!
SCAVENGERS – strange drugs and black market goods
ALDECALDOS – new vehicles and ways to improve vehicles
WRAITHS – new less tasteful abilities – such as CANNIBALISM (eat dead enemies) and TORTURE (torment disarmed defeated enemies

Certain gangs hate each other and others have alliances, if you’re high up in one gang you may be highly regarded or automatically disliked by others (so for example The Moxes and Tygers are allied and both hate the 6th Street nationalists and the Maelstrom gangs).

The ‘Street Punk’ origin choice could help boost your faction rating gain with gangs – as could ‘street cred’. (So if you have high street cred gangs are keen for you to join and you ascend more quickly through their ranks).

Certain quests could help or hinder gangs and effect your rating in them – but others may boost the opinion of gangs too – who may even offer some help new ways to complete a mission and assist.

If you help your chosen faction become the dominant gang they can take over other areas and expand their influence. This way your whole gang benefits and becomes more powerful and you could become like a Mafia boss and get various perks and boosts – but become a bigger target of rivals (both in and outside your faction).

As a boss perhaps you could run your own CLUB and have people working for you directly – making you lots of eddies. Ultimately your gang could take over the whole city by fighting and scheming and with new questions – with you vying for power at the top!

And how THE POLICE as a faction? If you’re a senior gang member the cops should all hate you – but if you do quests for the cops and special errands for them to try to impress – so the police are like a gang faction you can perks and bonus items from. A high ranking with the Police though will mean you become hated by the street gangs. (A Corpo background may help with the your rating with the cops?).

If you clear ALL the crimes in an whole area and commit no crimes you could become something like an ‘honouree deputy’ and perhaps are given a police radio and can call for police backup and friendly Police NPC’s will come to your aid ?

A high rating in a powerful faction perhaps could also have an impact at the end of the game?
 
Further still on factions - perhaps some joinable factions could be the big corps themselves?

MILITECH – do a few jobs for them (perhaps starting through Meredith Stout) and become a private contractor of Militech, getting special missions and access to new armour and weapons – carrying out ‘black ops’ missions for them…. And you'd have to avoid quests that annoy them or those that involve harming their employees. Get ‘trauma team cover’ through Militech – so a team of NPCs will come and help you if your health gets low! And a ‘Corpo’ background may help impress Militech and help progression with them?

KANG TAO – experts in ‘smart tech’ – complete clandestine missions for them and work your way up as a Kang Tao Agent and gain access to new experimental ‘smart weapons’ and meet glamorous Chinese operatives who you can start a romance with.
