Obviously, this would be fairly complicated to implement, but..
It would be cool if the city truly got divided into
Gang Zones: controlled by a main gang, they are the defacto 'police'. You start shooting up people on the street, it's the Tyger Claws that show up, not the regular police. You start killing Claws, your Reputation with them starts to plummet. The local Fixer is no longer offering you Gigs or Cars. The local merchants no longer offer you the premium gear, or do it at inflated prices. Same with RipperDocs. Your Rep gets low enough, they start actively hunting you in that District.
On the other hand, this gains Reputation with rival gangs, opening up discounts, gigs, unique cyberware etc with them. As certain gangs are more hostile toward each other, killing Claws would garner more favor with Maelstrom than say with the Animals.
Police Zone: pretty much what the game has now, vanilla "don't murder-hobo in public"
Corp Zones: similar to Gang areas, working for Corp interests, gaining/losing Rep in accordance with the mission details etc
I think that trying to balance, or going on all-in with a group, would add a new level of complexity to the game.
