Weird, so the quest "The Beast In Me: City Center" never start ?
(and I suppose that you can't reload a save before receiving the message)

The only way to "fix" it by yourself would have been to be able to reload a save before receiving the message from Claire (to valid the "read Claire message" objective).
Anyway, if you reported it before the 1.3 update (or if you are not sure), you can report it again
