You can't get higher frame rate in this game because there's a CPU bottleneck.
i got 3600 and 3080 same setting similar fps at 50-80 , i mean is this what 3080 suppose to perform ??I've got an rtx 2060super, i5 8600k and don't use ray-tracing but I can get 55 - 70 fps on ultra 1440p with 3 or 4 options turned down some with quality dlss. Its a bummer not being able to use ray-tracing but anything above quality dlss is just ugly. Its a bummer to not be able to play the game without DLSS if you want really nice graphics with fps,
3600 +3080 here same problem , but lower crowd setting still the same fps , DLSS to performance definitely got bottleneck by cpu , i always set it to qualityI also have R 3600 with RTX 3090 and when outside driving car in the city, I get huge FPS drops, down to 40 playing at 1440p at ultra graphic - non RT.
I am quite, almost 100% sure it is a cpu problem, r 3600 is not powerfull or not optimized enough.

Try to reduce crowd and other cpu demanding stuff, I will try it on monday, not at home atm.

That's exactly how my system performs. Same CPU, GPU and motherboard (well I just have the regular Hero WiFi).Same issue here

I have an r5 3600, 1080ti
The solution is cpu utilisation. Check it out with MSI afterburner first but half of the threads will be showing 0% utilization.
This is the fix, you will either see an increase in frame rate, or increase in smoothness or even both. Check CPU utilization after the fix. Should be properly utilising your CPU now

1. Download HxD hex editor
2. Find your Cyberpunk2077.exe, i have GOG so mines was in Cyberpunk 2077binx64
3. Make a backup copy of Cyberpunk2077.exe just in case
4. Drag Cuberpunk2077.exe to HxD, a bunch of hex numbers should appear (like 01 FF 0D, etc)
5. Press CTRL+F, change column to Hex-Values
6. Put in “75 30 33 C9 B8 01 00 00 00 0F A2 8B C8 C1 F9 08” in the search string without quotes, those values should be highlighted
7. Copy “EB 30 33 C9 B8 01 00 00 00 0F A2 8B C8 C1 F9 08” without quotes
8. Back in HxD right click the highlighted values and select “paste insert”
9. Now go to top bar and click the save icon logo

Oh, but I do complain, and if I had a 3090 like you, I would be really pissed. I wouldn't buy a 1000+ bucks graphics card to play at ridiculous 60 FPS, my dude. Your rig is meant to be used with a 120Hhz HDR monitor, don't be a peasant and accept this crappy performance, ffs.I'm not complaining about the performance. It's quiet good with everything maxed. It just doesn't get any better with lower details, which is really strange.
I actually stopped using windows 7 ages ago and also have fullscreen. But I will try a clean install of windows and hope it helps. The GPU usage is only 80% and CPU only 60%. I will also add more RAM.Any chance you are on Win7 and don't have a fullscreen option ingame ?
In which file did you find this setting?There is an Engine forced limit on FPS.

Not sure if changing this would help but it is worth a try
