Can't use dedicated GPU on laptop

I'm trying to play this on a laptop (Asus Zephyrus GA502DU). It's a Ryzen 7 3750H + 1660Ti Max-q. It seems to be using my integrated graphics (RX Vega 10) instead of the 1660ti. The GPU engine tab in Task Manager says "GPU 1 - 3D" and sometimes "GPU 0 - Copy". GPU 0 is my 1660 and GPU 1 is the Vega 10. I'm barely getting any usage on the 1660 (stays around 2-5%) while the Vega shoots up to around 50-60%. I've already set it to use the 1660 in Nvidia settings, set it in Windows Graphics settings too. I'm stumped as to why it's refusing to use the GPU, other games and apps work fine and even show up in the Nvidia GPU activity icon. This doesn't. I'm using the Cyber Engine Tweaks patch from Github at default settings. I can't disable the iGPU since my laptop has the display hardwired to the Vega. And I've already used DDU to remove all drivers and reinstall new ones.

What can I do here? Is anyone else having a similar issue with laptops?
