Cross-Attribute Perk Synergy question!

Hello everyone!

I have a question regarding perks. It appears I may have been fooled by syntax and semantics. I'm primarily running a BODY build, but I have invested a bit into REFLEXES because there were some blade perks I thought could benefit me. I thought this because of the way the perks are written. E.g.:

Blade Perk: Sting Like a Bee - "Increases Attack Speed with a blade by 10%."

The way this perk is written insinuates that it will only work when a blade is equipped.

Blade Perk: Slow and Steady - "Armor is increased by 30% while moving."

The way this perk is written insinuates it will apply, not only when wielding blades, but also when using other things, thus achieving cross-attribute synergy.

But that doesn't seem to be the case. I've done some tests. It doesn't apply with my blunt weapons. At least "Shifting Sands" doesn't (Recover stamina on dodge). I'm guessing it only applies to blades when it is in blades? I just feel a little tricked, because to me at least, it seems like it should apply always by the way its written and now I think I've wasted a ton of attribute points (that can't be respecced?).

Anyway, anyone have any experience or knowledge of this?
