In-Game Phone and Wait Bug, Constant Startup Crashes - Completely Unplayable

I'm unable to use the phone and wait feature. I'm at the part of the game where I have to wait for Reeds call. Also, I can't complete a side mission because it uses the phone, and I can't progress with gigs because I can't progress the story. The phone is red and says can't be done at this moment. The wait feature says unavailable. The game is unplayable.

I'm also dealing with startup crashes.

I've tried reboot my Series X, reloading the game, reloading a save, reinstalling the game, and clearing the console cache. Nothing is fixing these issues. I paid $30 for the expansion and I can't play it.

Yep. I may be that far but no further. I stopped playing altogether. I may try to get my money back.
