Simple question: does the passive effect of legendary Short Circuit trigger the passive effect of legendary Synapse Burnout? Like, if you crit with a punch on an enemy and the enemy drops from the additional Short Circuit damage, will surrounding enemies panic from the legendary Synapse Burnout effect, or does the legendary Synapse Burnout effect only apply when using the quickhack menu?
I'm currently doing a cyberware-only playthrough, and I'm using a legendary Short Circuit I looted from an access point to supplement my Gorilla Arms damage. My Int is currently 16, and I wasn't planning on putting any more points into Int until I have 20 in Body and Cool, but I'm wondering if it would be worth either scumming access points or getting 20 Int to get a legendary Synapse Burnout if it would allow me to panic clusters of enemies if I drop one with a Short Circuit crit.
