The card is working as intended. However, because Queensguard has an Order ability, it is delayed by one turn, meaning you cannot immediately use it, which incidentally, would also be too strong.
I've tried using card that damages then buffes right away, on the QG, and next turn it didnt let me use the order, as if it was never damaged, so im guessing it must be damaged (as in, have less than base strength) when you want to use order.
