Quickhacks stuck on some enemies - "Upload in progress"

I don't know if this is a bug or a game mechanic that I don't understand, but there are some enemies where I can only upload one quickhack on them (in total), after that the quickhack icon apperas above their head, and it shows as if it is full. Most notably I have this problem with the Adam Smasher boss fight, I can only upload one hack during the whole fight, which makes it extremely hard (playing on very hard). Is this intended?

Im curious as well because there are enemies (and even random vehicles) in game you just can’t quickhack at all - even tho the quickhack menu pops up but all of them are just greyed out why so ever
