I just have some points to make.
I would suggest to get an x570 mobo. I know that x470 mobos are compatible with Ryzen's third generation CPUs with a Bios flash, but, generally, I would just go for the latest lineup and avoid any Bios flashes.
Since you're getting this pc specifically for Cyberpunk, then you should probably consider an RTX card and ultra wide monitor. And I have my doubts that an entry RTX card will be able to maintain at least 60+ fps on ultra settings in 1080p.
In addition, I am not quite sure about the performance of the MSI Optix G24C while enabling G-sync. Generally speaking, G-sync is no longer limited to G-sync monitors and it can also be enabled on Freesync ones. However, Nvidia made a list of Freesync monitors that can properly work with G-sync. Although MSI did announce a list of Freesync monitors that are compatible with G-sync, which includes the MSI Optix G24C, the official Nvidia list does not contain these Freesync monitors or at least the MSI Optix G24C. However, and most importantly, many users shared positive results with some of MSI MAG monitors, though not entirely free from technical issues, and the G-sync did preform well on them. And if HDR is a thing to you, then you should probably look for other monitors.
Sorry if I went too far with the specs, but I am assuming that you want the best possible experience for Cyberpunk. But in the end, everything falls to your preferences and budget. Hope this helps
