Yep, I doubtWelp, I did a clean 2.13 install and loaded some clean 2.12 save files and... all the bugs listed in the OP are still there unfortunately. Genuinely surprised. I might speed-run a fresh new 2.13 playthrough just to triple check but I'm doubtful the result will be any different given the patch notes.

I think The Killing Moon breaking the lip-sync, Chippin' In potentially spoiling Phantom Liberty, something about Heroes or talking to Misty blocking V's voice mail to Jackie should be THE priorities for the update. Recently I've checked several gameplay recordings and streams post-2.0/PL, and guess what? All the videos of players who completed The Killing Moon AND got The Star ending has gotten the mouth bugNo coincidence at all, there. Someone even said that if it's hard to add a lip-sync for V, CDPR. The fact that The Star and King of Wands(which requires The Killing Moon) are the most achieved endings by percentage makes the whole thing even more obvious and worse. And The Temperance and 'Easy way out' ending ones should be fixed ASAP too, of course!

Well, I was worried if there's really no one working to fix bugs, but that's just depressing AND infuriating. What does that even mean? I've sent them dozens of bug reports in details and for whatWelp, I just heard back from CDPR support. I had asked if we can expect the end cutscene bug to be fixed, whether there was a temp solution in the meantime, or if CDPR has decided to move on. They said they had no further information to share regarding the issue.
So, it sounds like they're not working on further bug fixes and have moved on (whilst giving themselves leeway to change their minds in future).
Don't expect any of these to get fixed.

I think why it's upsetting for me is because this game's been very dear to me and I've only wanted the best for it. Still do, of course. I bought this game even if it had a disastrous launch, recommended and defended it when there were trolls who would call it a 'dead game' and make fun of its fans for actually liking it. All because I had a lot of love for this game and saw so much potential in it. Even ended up pre-ordering PL and sending bunch of bug reports in such a detailed way, hoping that they would keep supporting customers who bought the expansion, just like they did the same for 2077 over the years.I can understand if they want to move on, but yes, it's very disappointing to leave some of these bugs in there. Personally I don't feel "infuriated" by it, but it's certainly a sad and unfortunate let down IMO. They were very close.

Do any of these bugs remain?Can confirm the ending cutscene bug because it happened to me with 2.02 version, no mods installed. It was the same playthrough with The Killing Moon completed. Sad thing is that this didn't happen to me with 1.12 version which was super early. I really hope they don't drop updating games just yet because Phantom Liberty introduced several immersion-breaking bugs like this.
I mean, this is the most important moment in the game! And the only third person cutscene where we get to see V's face animated and it sucks that V's mouth doesn't even move when she talks
Edit: forgot to mention that it was The Star ending for me. Didn't try other endings with that save

No mention in patch notes and nobody mentioned if it does or doesn't work in the thread I created asking if there was any other bugs fixed not mentioned in the patch notes..The TV audio bug was listed in the patch notes too
