It can be bought. Kalkstein sells dog tallow. You can also find it at shani's house and sometimes salamandra bandits have it.Oh and dog tallow is a top quality base, which means the highest, but it is not the only one. Bear fat and alchemical paste are also top quality.Bear fat can be bought from waitresses and blacksmiths and the alchemical paste only from alchemists (like our friend kalkstein)
