Allow New Users to Create Topics

I have >10 "Posts", but cannot create topics in these forums. So what exactly is the requirement to create a New Topic?!

This requirement is really dumb in the first place. This forum is relatively dead because no one can just casually come on and create a post, without living here for a few days/weeks beforehand.

I'd post in the Suggestions category, but oh wait, I can't...

Try waiting a bit and see if works after a while.

EDIT: Also, sorry about the inconvenience with posting limitations, but we had a massive spam problem some time ago.
