Can't start Blood and Wine

I'm playing on the steam version of Witcher 3. Upon reaching Velen Heart of Stone loaded correctly, but Blood and Wine has not. I have checked ever sign post in Velen/Novigrad map and have not recived the notice to start the Blood and Wine content.

Blood and Wine doesn't start immediately, only after completion of certain main quests. You're not far enough in yet.

BaW starts after you finished Poet under Pressure. (Novigrad act 1 mainquest)
