Flickering Shadows in Toussaint

In DX12 with no ray tracing, the shadows in Toussaint are extremely low res until Geralt walks right up to them. Changing the shadow quality does nothing. It seems the only fix is to use the ray traced shadows. I can't run this game with the ray traced shadows though, so please fix the shadows in Toussaint. This has been a bug since the next-gen version came out and I can't believe it's still not fixed. It seems like it's something that even modders can't fix, it has to be done directly by CD Projeckt Red.
 
This have been a problem for years. I guess CDPR will never fix it because they can't.
It is a shame since DX12 does look better
