How can I remove input.settings and user.settings?

Hello. I had installed a few mods. I'm going to delete it now, but I've changed the input.settings and user.settings files. I want to delete them as well as I want the game to be clean. How do I delete it? I tried deleting it from documents but they reload with cloud save. I need to the cloud saver so that they don't load. I'm playing the game on Steam.

Just a guess, but delete them, launch the game (which will create brand new files), quit the game and activate cloud again. In theory the "old" files shouldn't be synchronized.
