This seems to have been the case for 9 months at least. Crafting should make the weapon 1 level lower than you are but certain weapons don't work correctly.

Further testing shows that when crafting these weapons to a higher rarity their level resets to before it was upgraded. So you can not upgrade these weapons until you have 18 technical ability.
