Round 3 card IMO should atleast have 1 point

When you get to round 3 IMO the random card given always should have atleast one point on it. If you played out all your cards in round 1 and 2 and you get commanders horn or any other card with no points its just plain annoying!

Giving a special card makes no sense and wouldn't change anything at all. If both players top deck commanders horn then it's a tie anyway, if just you get the horn and they get anything with 1 str or higher then will win anyway.
If it's a real problem for you then save a unit for the last round

That's the downside of going all out in the second round and not being able to finish the game. Don't put yourself in that situation.
