Shupe has a hefty requirement and isn't guaranteed to give you a card. As such, he doesn't require a nerf. Regardless, the card is going to be changed in Homecoming, anyhow.

That's why it's particularly tilt-inducing to see opponent play Shupe and get the "draw a card" option, especially if it's the only way they can avoid going into round 3 down a card ...
