I agree about all of this, but I think we won't have to worry about #1 or #5, at least. The Witcher 3 was very well optimized, I was able to run it at over 100 FPS on my 970 with medium settings. Same FPS with hairworks on and low settings (yeah, hairworks in particular was not well optimized, but damn it looked good so I didn't care - especially since it was just a nice extra).
Similarly, the Witcher 3 was not locked at any particular FPS, to my knowledge. There was the "unlimited" option, after all.
And, even if CP2077 is locked at 60, you can undoubtedly just edit the .ini file to get around it.
Really? This is a very common concern among PC gamers. Most games that lock FPS get criticized for it, particularly Bethesda games.
Regardless, there's no reason to lock FPS at 60 on PC, because we have graphical settings and players who need it can turn it on if necessary.
