I keep having this problem with my players. IMO lvl 10 in a skill is grandmaster level, champion Olympians, legends that do not walk among us. That lvl of skill requires a lot of training to reach and upkeep. I no longer allow players to start with 10s.
I am rewatching Leverage and it struck me how it could be a campaign. A team of professionals is assembled for a job. Find out how well they work together. Do not always get along. There are problems, but more importantly character growth.
From Leverage.
Elliot
Solo lvl 7
Artisan
Netrunner lvl 7
Sophie
Fixer 7 from original book.
Con Man 7 from Wildside
Parker
Fixer 8 from original book
Prowler 8 from Wildside
Thief 8 from other material
Nathan
This is the hardest imo
Former corporate cop turned fixer
Then there is Harley Davidson and the Marlboro Man. A move full of Nomad protagonists chased by solos and the big bad Corporate.
